According to foreign media reports, Russian President Vladimir Putin has ignored international sanctions and warned other countries that any attempt to intervene would teach a lesson that history will remember. Russia has warned the West to stay out of the conflict, saying that if anyone stopped or posed a threat to Russia, it would respond in a way the world had never seen before. Russia has offered to negotiate with Ukraine, saying it is ready to negotiate if Ukraine’s military surrenders. Russia says President Vladimir Putin told his French counterpart in a telephone conversation that Russia would not accept NATO expansion under any circumstances.
